BMC Launches Transit-Oriented LAPs for Mumbai Metro Line 3, Starts Four-Station Phase One Worth ₹1.37 Crore

The Brihanmumbai Municipal Corporation (BMC) has proposed a detailed plan to prepare Local Area Plans (LAPs) for neighbourhoods around stations on the Mumbai Metro Line 3 corridor. This will involve in-depth studies of land use, traffic, and infrastructure to improve planning in these areas.

First Phase of Work

In the first phase, work will begin at four metro stations under the Transit Oriented Development rules (DCPR 33(23)), for which approval has already been given. The cost for this phase is estimated at Rs 1.37 crore, which comes to Rs 34.4 lakh per station, and this amount will be exempt from GST. The same cost per station will apply to the remaining stations, with an extra 10% added. The project will eventually cover all 27 stations on the Metro Line 3 route and is expected to be completed by March 31, 2028.

Survey Conductions

To carry out this planning, the BMC will use satellite images, field visits, and traffic studies to understand current conditions around each station. Satellite data will help analyse land patterns, while surveys will collect details about households, traffic flow, parking, and road usage. These findings will also be checked through on-ground inspections.

Use of Land Maps & Design Plans

Based on the collected data, officials will create land-use maps and reports showing how each area is currently developed. They will also study roads between 12 and 45 metres wide, checking their condition and features like footpaths, dividers, and lanes. Any issues affecting road development will be identified.

The BMC will then prepare cost estimates for improving roads and create design plans. For each station area, a detailed report will be made covering land use, development plans, policies, and infrastructure needs. These reports will also include road designs, estimated costs, and implementation plans.

Finally, all this information will be combined into integrated project reports to guide future development and improve connectivity around metro stations.
