Saudi Arabia Enhances Passenger Rights with New Flight Rules
In a bid to elevate passenger experience and protect travelers' rights, Saudi Arabia has unveiled a set of new flight rules set to take effect from September 1, 2023. These regulations represent a significant step forward for the Kingdom in enhancing air travel services and ensuring customer satisfaction.

Under the new guidelines, airlines operating within Saudi Arabia must notify passengers of any alterations to their flight schedules at least 24 hours before departure. Failure to do so, or if a delay or cancellation occurs due to factors within the airline's control, passengers will be entitled to compensation ranging from 50% to 200% of their ticket price, depending on the duration of the disruption.
Crucially, passengers will have the choice of receiving their compensation in cash, via bank transfer, or in the form of travel vouchers. Additionally, travelers will retain the right to either rebook their flights or obtain a full refund for their tickets should their journeys be delayed or canceled.
Moreover, the new rules outline the minimum service standards that airlines must provide to passengers during delays or cancellations. These include provisions for meals, beverages, accommodation, transportation, and communication facilities. Airlines are also obligated to offer assistance to passengers with special needs, such as expectant mothers, the elderly, children, and individuals with disabilities.
The foundation of these regulations is rooted in recommendations from both the International Civil Aviation Organization (ICAO) and the International Air Transport Association (IATA), aligning Saudi Arabia's practices with global aviation industry standards. Oversight and enforcement of these new rules will fall under the jurisdiction of the General Authority of Civil Aviation (GACA) of Saudi Arabia, with penalties set for airlines found in violation.
These new rules are poised to bolster passenger confidence, potentially increasing air travel within and beyond Saudi Arabia's borders. Furthermore, they are anticipated to enhance the competitive edge of Saudi airlines, enticing more foreign carriers to operate within the Kingdom.

Under the newly announced flight rules, passengers can seek compensation for delays and cancellations using the following steps:
1. In situations where airlines fail to provide passengers with at least 24 hours' notice regarding flight schedule changes, or if delays or cancellations occur due to factors within the airline's control, passengers will be eligible for compensation. The compensation rate will range from 50% to 200% of the ticket price, depending on the duration of the disruption.
2. Passengers will have the freedom to choose between cash compensation, bank transfers, or travel vouchers. Additionally, travelers can opt to rebook their flights or request full ticket refunds when faced with delays or cancellations.
3. In the event of a delay or cancellation, passengers may request a written confirmation from the airline detailing the cause and duration of the disruption, along with copies of their boarding passes and any relevant documents.
4. Passengers can file a formal complaint with the airline within one year from the date of the disruption. This complaint should include all necessary evidence and documents. Airlines must respond to these complaints within 60 days, either accepting or rejecting them. If accepted, airlines must provide compensation within 30 days. If rejected, airlines must provide a valid reason and inform the passenger of their right to appeal.
5. If passengers are dissatisfied with the airline's response or receive no response within 60 days, they have the option to escalate their complaint to the General Authority of Civil Aviation (GACA) of Saudi Arabia. GACA, responsible for monitoring and enforcing the new rules, will investigate the complaint and issue a decision within 90 days. This decision is final and binding for both parties.
Saudi Arabia's new flight rules aim to usher in an era of improved passenger rights and a higher standard of air travel service, ensuring that travelers can journey with greater peace of mind.
