The Assam government has announced its plans to introduce a new legislation, the Assam Tourism (Development and Registration) Bill, 2024. This decision was made during a recent cabinet meeting chaired by Chief Minister Himanta Biswa Sarma. The proposed bill aims to revitalize and promote the tourism industry in the state, ensuring safety, sustainability, and responsible development.

A key feature of the bill is the establishment of the Adventure Safety Audit Committee, tasked with conducting risk assessments of adventure sites and activities. This committee will play a crucial role in ensuring the safety of tourists engaging in various adventure experiences across the state.
The legislation will mandate the registration of all businesses and activities related to tourism. Penalties will be imposed for any contraventions of the bill's provisions, emphasizing the importance of compliance for the overall well-being of the industry.
The envisioned benefits of the bill include fostering economic growth through tourism development, enhancing tourism infrastructure, and promoting responsible and sustainable tourism. The legislation also aims to safeguard Assam's rich cultural and natural heritage.
In addition to the tourism bill, the cabinet approved various other measures during the meeting. A notable decision was the green light for the construction of a new flyover in Guwahati, stretching from Cycle Factory junction to Lal Ganesh market on Garbhanga Road. This infrastructure project, with an estimated cost of Rs 376.11 crore, is expected to ease traffic congestion and improve connectivity in the region.

Furthermore, the cabinet approved the removal of provisions related to village councils from different autonomous councils, benefiting communities such as Rabha Hasong, Sonowal Kachari, Deori, Thengal Kachari, Tiwa, and Mising. This decision is likely to streamline administrative processes and enhance local governance.
In another move, the cabinet granted approval for the transfer of public water supply schemes located in municipalities from the Public Health Engineering Department (PHED) to the Urban Local Bodies (ULBs). This transfer aims to optimize the operation and maintenance of these crucial water supply schemes, ensuring efficient and sustainable services for residents.
As Assam gears up for a new era in tourism, these legislative and infrastructural initiatives underscore the state's commitment to providing a safe, enriching, and well-connected experience for both tourists and locals. The proposed tourism bill, with its emphasis on adventure safety and sustainable development, aligns with Assam's vision for becoming a prominent destination on India's tourism map.
