To avoid traffic congestion, wastage of land, and duplication of structures along the Southern Peripheral Road (SPR), Gurugram Metro Rail Limited (GMRL) has suggested building the Sector 56 to Pachgaon metro line as a double-decker structure. This integrated viaduct is proposed between Ghata Chowk and Vatika Chowk.

Gurugram Metro Tracks
Under this plan, one level of the structure will carry the metro tracks, while the other level will be used as an elevated road. Both the metro and the road will be supported by the same pillars. GMRL has submitted this proposal to the Haryana Mass Rapid Transport Corporation (HMRTC) and its design consultant, who are currently working on preparing the project for construction.
Double-Decker Metro & Road Projects
A senior GMRL official stated that similar double-decker metro and road projects have already been successfully built in cities including Nagpur, Jaipur, and Bengaluru. These projects helped save space, reduce the number of pillars and foundations, and lower overall construction costs. The official added that if all departments and local civic bodies work together, the project can be redesigned in a better and more coordinated way.
Sector 56 to Pachgaon Metro Corridor
The Sector 56 to Pachgaon metro corridor is planned as an elevated line. Its detailed project report (DPR) is still being prepared and is waiting for approval from the state government. At the same time, the Haryana government and the Gurugram Metropolitan Development Authority have already approved an elevated road on the same stretch of the SPR between Ghata Chowk and Vatika Chowk.
GMRL pointed out that both the metro line and the elevated road are being planned separately on the same road. If built independently, this could create long-term problems such as a lack of space, too many pillars, poor drainage, difficult maintenance, visual clutter, and limited scope for future development.
To solve this, GMRL has proposed a single, combined DPR that includes both the metro and the elevated road. This will allow both to be built as one integrated structure with shared design and construction.
The 36-km metro line from Sector 56 to Pachgaon is expected to cost around ₹8,500 crore. It will pass through major areas and have 28 elevated stations along the route.
