The Maharashtra government has approved the construction of Mumbai Metro Line 11 (Green Line) and assigned the project to the Mumbai Metro Rail Corporation Limited (MMRCL). The Brihanmumbai Municipal Corporation (BMC) will contribute ₹2,411 crore, and the Mumbai Port Authority (MbPA) ₹804 crore, as the new line will benefit their

areas, along with the state and central governments, which will provide ₹3,137 crore each.
Mumbai Metro Green Line Connections
The 17.5 km line will run from Anik Bus Depot in Wadala to SPM Circle near Gateway of India, with 14 stations, including 13 of them underground. This project of ₹23,487 crore is expected to ease traffic between central and south Mumbai, passing through areas such as Sewri, Byculla, Nagpada, Bhendi Bazaar, Crawford Market, CSMT, and Horniman Circle. Wadala Metro Line will connect with several existing and upcoming metro lines and serve as a major interchange, as Line 11 extends Metro Line 4 (Wadala-Thane-Kasarvadavali). Since it will require 20.3 hectares of government land and 2.36 hectares of private land, even though it was earlier planned to end at CSMT, the line will now go further to the Gateway of India.
Mumbai Metro Green Line Fundings
For funding, the state has approved a ₹12,163 crore loan from financial institutions, covering 60% of costs, according to a UDD official. The remaining portion will come from the state, centre, BMC, MbPA, and interest-free subordinate debt. If costs increase, local bodies must raise funds through floor space index (FSI) revenue, transit-oriented development (TOD), or loans. Moreover, fares will range from ₹10 to ₹70, with a ₹10 increase after every three stations, and the FCC committee might revise fares with government approval.
As Metro Line 11 is recognised as an "important urban transport project," it will be monitored by a high-power committee led by the chief secretary, and TOD rules will allow extra FSI within 500 metres of the corridor, with revenue going to local authorities.
