As the Jammu and Kashmir government searches for cleaner and less congested ways to improve urban transport, a new idea is gaining attention: using the region's rivers and lakes for public transport. Reviving historic waterways for daily commuting could offer a sustainable solution for cities like Srinagar.

Field Visit to Jammu & Kashmir
Officials from the Kochi Water Metro, which operates under Kochi Metro Rail Limited (KMRL), recently carried out a detailed field visit to Jammu and Kashmir. After the visit, they submitted a feasibility report to the Union Territory government. The report studies the possibility of introducing inland water transport across major water bodies in Kashmir.
Kochi Water Metro
The Kochi Water Metro is India's first electric-powered water transport system. It has successfully changed daily travel in Kerala by connecting islands, suburbs, and city areas through an affordable and eco-friendly boat network. Officials believe this proven model could work well in Kashmir too, which has many rivers and lakes but limited use of water transport in modern planning.

During their visit, the KMRL team studied Dal Lake, Nigeen Lake, the Jhelum River, and some canals. They examined water depth, seasonal changes, environmental concerns, and possible passenger demand. The report suggests potential routes, locations for jetties, boat designs suitable for cold weather, and ways to link water transport with existing road services.
Officials also explained how the Kochi Water Metro operates, with 20 battery-powered boats and 12 terminals serving commuters from about 10 nearby islands. Key features include cleanliness, safety measures, easy ticketing, rescue boats, and charging facilities, which were highlighted as essential for success. Prime Minister Narendra Modi, in April 2023, inaugurated the Kochi Water Metro, which received national and international recognition. Similar studies have been done in 15 cities, including Srinagar.
Water Transport System in Srinagar
The Inland Waterways Authority of India (IWAI) and the Jammu and Kashmir government have already signed an MoU to develop a water transport system in Srinagar based on the Kochi model. The proposed Rs 900-crore project includes electric-hybrid boats on Dal Lake and the Jhelum River, aiming to reduce traffic, improve connectivity, and promote eco-friendly travel.
