Recently, IIT Kharagpur conducted an investigation into the Delhi-Mumbai Expressway, specifically focusing on the technical flaws that may be causing accidents on the route. This investigation comes after concerns were raised about the quality of the road and its impact on road safety. So, what did the investigation uncover? Poor Road Quality and Deficiencies
The Delhi-Vadodara-Mumbai Expressway, part of the Bharatmala Pariyojana project, is being constructed as per set standards and specifications. However, some problems were found in the Sohna-Dausa section of the expressway. A new technology called Stone Mastic Asphalt (SMA) was used in this section. While SMA is generally known for its durability, some sections have shown deficiencies during construction, especially after heavy rainfall. These deficiencies led to damages on certain stretches.
To address these issues, IIT Kharagpur conducted a study, and it was found that the quality of the SMA layer was not up to the mark in certain areas. The contractors are now responsible for relaying the damaged sections at their own cost. The contractors are also required to maintain the road under the maintenance and Defect Liability Period for 10 years, as per the agreement.
Who is Responsible?
If the final investigation report confirms these deficiencies, strict action will be taken against the contractors and supervision consultants. Show-cause notices have already been issued to the NHAI officers responsible for monitoring the project on the ground. The government is committed to taking action based on the results of this enquiry.
Road Accidents on the Expressway
The Ministry of Road Transport and Highways (MoRTH) has pointed out that road accidents on the expressway are primarily caused by over-speeding, fatigue, and unauthorized parking of heavy vehicles. While these are behavioral factors, the technical issues with the road may also contribute to accidents.
Steps Taken to Improve Road Safety
To address these concerns, the government has introduced several measures to ensure road safety and reduce accidents. These include:
1. Online Speed Detection: To curb over-speeding, Vehicle Speed Detection Systems (VSDS) have been set up along the expressway. The State Police issues online challans to speed violators.
2. Rest Areas: Rest areas and wayside amenities have been established at regular intervals to help reduce driver fatigue.
3. Adequate Signage: Clear signages have been installed to provide necessary information to road users.
4. Traffic Monitoring Cameras: Cameras have been placed every kilometer to monitor traffic and ensure safety.
5. Patrols: Regular patrolling is carried out to remove hazards, including roadside parking.
6. Ambulances: Ambulances are stationed at every toll plaza to assist in case of accidents.
By taking these corrective measures, the government is working to make the expressway safer and reduce accidents. The ongoing investigations and actions show a commitment to ensuring that the Delhi-Mumbai Expressway is safe for everyone.
