The Governor's address, which was scheduled to be read in the Tamil Nadu Assembly on Tuesday, said that the Union government has shown a "step-motherly attitude" toward Tamil Nadu even in Metro Rail projects. It pointed out that the Centre rejected Metro Rail proposals for Coimbatore and Madurai, while approving

similar projects in cities of other States that are smaller in geographical size.
Although the Governor did not read the prepared speech and walked out of the Assembly, the House later passed a resolution. It stated that the address prepared by the State government and sent to the Governor would be treated as having been read in the Assembly.
Recognition of Metro in Coimbatore and Madurai
According to the address, the Tamil Nadu government has clearly recognised the need for Metro Rail systems in Coimbatore and Madurai. These two cities are the fastest-growing Tier-II cities in the State after Chennai. With rapid population growth, expanding urban areas, and rising traffic congestion, the State government felt Metro Rail projects were necessary to improve public transport and reduce pressure on roads.
Detailed Project Reports
Based on this assessment, the State government prepared detailed project reports (DPRs) for both the Coimbatore and Madurai Metro Rail projects. These reports were then submitted to the Union government for approval, as required under the existing process.
Rejection of Approval
However, the address stated it was disappointing that the Union government returned the project reports without approving them. The reason given was that the population of Coimbatore and Madurai is below 20 lakh. The State government expressed concern over this decision, especially since Metro Rail projects have been approved in other States for cities that are smaller in size or have lower infrastructure needs.
The address argued that such decisions reflect an unfair approach toward Tamil Nadu. It stressed that development needs should be assessed based on future growth, traffic conditions, and urban expansion, not just current population figures. The State government reiterated its commitment to improving urban transport in Coimbatore and Madurai and urged the Union government to reconsider its stand and approve the long-pending Metro Rail projects for the benefit of the people.
