In the midst of Mumbai's dynamic urban expanse, the Mahalaxmi racecourse has stirred ongoing debates, captivating the attention of both citizens and officials. A recent revelation by Municipal Commissioner Iqbal Singh Chahal unveils a resolution not just for the racecourse predicament but also promises a vibrant future for Mumbai's recreation - the Mumbai Central Park.
Chahal, a pivotal figure in this narrative, emphasized the gravity of the situation, remarking, "The Mahalaxmi racecourse issue has lingered since 2013, and I've engaged in discussions with the Royal Western India Turf Club (RWITC) managing committee for a year and a half." Concerns about the deteriorating state of the racecourse, coupled with a decade-long lease lapse, prompted the need for a decisive resolution.
Underlining the urgency, Chahal expressed, "During the monsoon, each racecourse building is draped in blue plastic sheets to shield against rain. I've conveyed that your racecourse resembles a slum - it's deteriorating." The commissioner stressed potential safety hazards due to the crumbling infrastructure, advocating for immediate attention.
Chahal's proposal suggested a collaborative solution, recognizing the scarcity of public park spaces in Mumbai. "Mumbai lacks public park space, barring Sanjay Gandhi National Park. Out of Mumbai's vast land, only 140 acres are dedicated to gardens," he explained. This prompted a plea for coexistence, envisioning the racecourse alongside a public garden, ensuring Mumbaikars access to a verdant haven.
The proposal outlines earmarking 120 acres for public gardens, while 97 acres will continue hosting racecourse activities. Chahal reassured, "Not a single brick will be laid for new construction." Beyond the racecourse, the vision includes connecting the coastal road garden to the new Mahalaxmi racecourse public garden, forming a sprawling 300-acre Mumbai Central Park.
As the controversy unfolds, the proposed park awaits further developments. The process involves drafting an MOU between the racecourse, BMC, and the government, awaiting government approval. Following this, the Cabinet Ministry's resolution for lease extension will follow, with the remaining area allocated to BMC.
The timeline for Mumbai Central Park's realization remains uncertain, entailing bureaucratic steps like MOU creation, government approval, and a Government Resolution (GR) issuance. Only after these steps can the city anticipate the transformation of the Mahalaxmi Racecourse into the expansive Mumbai Central Park.
