Chennai's scenic hill stations, The Nilgiris and Kodaikanal, are a favorite retreat for tourists, especially during the summer months of April, May, and June. However, the surge in visitors brings with it challenges of traffic congestion, environmental strain, and disturbances to local wildlife. In response to these concerns, the Madras High Court has intervened, directing the state government to implement an e-pass system to regulate tourist vehicles during the peak season.
The decision, handed down by a special division bench comprising Justices N Sathish Kumar and D Bharatha Chakravarthy, aims to address the growing traffic issues and facilitate a comprehensive study on the carrying capacity of these picturesque destinations. The e-pass system, akin to those utilized during the Covid lockdown, will require visitors to provide details of their vehicles, number of occupants, and duration of stay. This initiative seeks to ensure smoother traffic flow and minimize disturbances to the movement of elephants, particularly in forested areas.
To ensure effective implementation, district collectors of The Nilgiris and Dindigul have been tasked with overseeing the e-pass system from May 7 to June 30, the peak tourist season. While the passes will be mandatory for visitors, local residents will be exempted from this requirement. Furthermore, the government has been instructed to publicize the system extensively across the country to raise awareness among tourists.
A recent status report submitted by the Department of Forests, Environment, and Climate Change outlined the existing traffic situation and infrastructure in these hill stations. During the peak season, The Nilgiris witnesses a daily influx of over 20,000 vehicles, including cars, vans, buses, and two-wheelers, while Kodaikanal sees around 5,315 vehicles per day. Accommodation facilities in these areas, totaling over 1,000 in The Nilgiris and nearly 800 in Kodaikanal, provide lodging for thousands of visitors.
The introduction of the e-pass system comes in response to growing concerns about the capacity of hill station roads to handle the surge in tourist vehicles. A recent joint study by teams from IIM Bangalore and IIT Madras underscored the potential adverse effects of congestion on local communities, wildlife habitats, and the ecological balance. The e-pass requirement seeks to mitigate these challenges by regulating the flow of vehicles and minimizing the strain on local infrastructure.
For visitors planning a trip to The Nilgiris or Kodaikanal during the summer months, obtaining an e-pass will be a prerequisite for entry. The passes will be issued without any limits and can be acquired through designated channels specified by the Tamil Nadu government.
