Australia is set to implement stricter visa regulations for foreign students starting this Saturday, amidst concerns over soaring migration figures and the impact on the housing market. The adjustments include heightened English language requirements for student and graduate visas, and the authority for the government to halt education providers from enlisting international students if they consistently violate rules. Home Affairs Minister Clare O'Neil highlighted these measures as part of a broader strategy to manage migration and rectify systemic issues inherited from the previous administration.

The introduction of a "genuine student test" aims to curb the influx of international students seeking primarily employment opportunities, coupled with the application of "no further stay" conditions on more visitor visas. These initiatives build on efforts to revoke COVID-era benefits that allowed unrestricted work hours for international students, a move previously defended as necessary to manage the migrant intake effectively.
The backdrop to these regulatory adjustments is Australia's record-high migration, which has intensified the strain on an already stretched rental market. According to the Australian Bureau of Statistics, net immigration surged 60% to a record 548,800 in the year to Sept. 30, 2023, marking the country's population growth at an unprecedented rate of 2.5% to 26.8 million people. The influx, significantly influenced by students from India, China, and the Philippines, has increased labor supply and dampened wage pressures but has worsened the housing squeeze with low rental vacancies and high construction costs.
O'Neil noted a decline in migration levels following the government's measures, with a 35% reduction in international student visa grants compared to the previous year. This reflects the government's commitment to balancing migration with the needs of the economy and the housing market. As these new regulations take effect, the impact on international students and the broader migration landscape remains to be seen.
